I am an Independent Education Consultant supporting SEND and school improvement and am a passionate advocate for vulnerable children. I develop and deliver a wide range of continuing professional development, focusing on SEND leadership and inclusive high quality teaching and learning. I currently spend a significant amount of time supporting schools and MATs with SEND self-evaluation and continue to be involved in the Whole School SEND review process. I am an Associate Consultant for nasen, a consultant governor for a large 5-16 school in Dubai and Trustee of a fabulous primary MAT in the East Midlands. As an SEN expert for Optimus and The Key for School leaders, I regularly write online articles and am also the author of ‘The Perfect SENCO’ and ‘The Teacher’s Guide to SEN’ publications.

I have previously worked for the DfE and National Strategies SEN Team supporting the implementation of Achievement for All (AfA) to improve outcomes for children and young people with SEND and was also part of the DfE Commission on Assessment Without Levels. Prior to this I worked as a local authority Adviser for SEN and School Improvement across the East Midlands where I was responsible for implementing a wide range of cross phase continuing professional development and supporting schools with the leadership of SEND. I have headship experience and have previously been a SENCO and primary teacher.

Natalie Packer has been a key member of a team supporting the development of SEND in primary and secondary academies across a large MAT; conducting SEND reviews and providing guidance on next stages of development. Natalie has worked with The School of Research Science, Dubai as a consultant for a number of years and for over the last 2 years she has been our SEND Governor. Inclusive Education is a high priority for the Dubai government and Natalie’s knowledge, experience and passion has allowed us to develop a successful and innovative strategy to deliver high quality SEND provision. Natalie visits the school 4 or 5 times a year and is part of our Governor strategic management review group. She leads our SEND strategic planning, she delivers high quality training and development for our SENCO’s, specialist staff and the class teachers too. Natalie is a member of our Inclusive Educational Action Team (IEAT) which involves representation from all stakeholders.
